The Foreign Trade Zone (FTZ) Trade Compliance Coordinator is responsible for ensuring compliance, efficiency, and cost optimization within our FTZ operations as governed by 19 CFR 146 Foreign Trade Zone and 15 CFR 400 Regulations of the Foreign Trade Zones Board. The coordinator s role is critical to managing complex regulatory requirements, minimizing duty liabilities, and improving supply chain performance. The FTZ Trade Compliance Coordinator will serve as the primary liaison with CBP, EPA, FTZ Board, Customs Brokers, and internal departments including distribution/warehouse operations, logistics, planning leaders, master schedulers, compliance, legal and finance.
Job Duties
Compliance Assurance
- Supporting the FTZ daily trade compliance operations in accordance with EPA and CBP regulations and internal control procedures.
- Leading audits, reporting, and recordkeeping processes to maintain FTZ activation and avoid fines and penalties.
- Coordinating with regulatory and artwork on review and confirmation of FPAS, CSF, EPA Section 3 and 17 labels.
Cost Optimization
- Identifying and capturing all available FTZ benefits, duty reductions, duty avoidance, MPF savings, inventory tax (in some states) and cash flow savings.
- Analyzing FTZ operations to improve opportunities to identify and capture historic missed duty drawbacks, minimize the use of duty drawback (saving 5% of duty recovered) and tariff inversion opportunities.
Operational Efficiency
- Coordinating with logistics, International Trade Operations (ITO), master schedulers, distribution/ Warehouse operations, freight forwarders and customs brokers and dray carries to ensure seamless and compliant movement of goods in and out of the FTZ to avoid potential delays, fines and penalties.
- Coordinating with the software provider for system updates and changes as needed.
- Provide all compliance information and data to zone operations for zone admissions, customs entries and exports from the zone.
- Compiling all documentation necessary for zone operators reference for zone admissions, this includes all EPA information as well as Customs requirements.
- Maintaining parts list in S4 for zone imports, exports and domestic shipments as well as applicable movement types in scope at the plant code level.
- Reviewing import delivery schedule, site export reports and site shipping reports to capture anticipated zone admission, withdraw and export dates to coordinate necessary admissions filings.
- Providing Customs Brokers with all required Customs and EPA information, labels, registration, letter of intent and certification of export (for section 17 labels) and any special programs.
- Generating proforma invoices to provide dray carriers to move exports in bond to the port.
- Work with inventory specialists to ensure inventory in FTZ software and S4 to ensure accuracy, traceability, and required compliance reporting
- Annual CBP Customs Audits
Strategic Development
- Supporting expansion plans or changes in warehousing hubs, FTZ scope, including subzones or potential production authority changes.
- Providing leadership updates on FTZ best practices and integrating regulatory changes into workflows.
- Support the Project led for future FTZ sites
Critical Success Factors:
- Ability to apply corporate processes to ensure compliance with regulations
- Strong knowledge/capability in Foreign Trade Zone operations and trade compliance
- Strong project management skills
- Self-starter capable of creating and leading remediation action plans
- Ability to identify and benchmark best practices to develop processes that support continuous improvement
- Ability to recognize issues, problems or opportunities and collaborate with other cross functional departments when needed to assure success
- Ability to manage and mobilize resources by influence
- Teamwork and collaboration
- Familiarity with SAP S4 HANA and GTS is preferred
- Familiarity with Customs ACE portal
Required Qualifications:
- Bachelor s degree from an accredited university or college.
- Customs Brokers License or other import/export certifications FTZ Certification preferred
- Minimum of 5 years of experience in international trade compliance supporting a global company with an advanced knowledge of Foreign Trade Zone Operations.
