Reliability Capital Projects Lead (Regional -EMEAI)

Location: Hamburg, Germany or Europoort, Netherlands or Erith, UK.


An opportunity has arisen in the Reliability Technical Center EMEAI (R.T.C.) responsible for leading the governance, technical evaluation, and prioritization process of Maintenance Capital Expenditures (CAPEX) across ADM's EMEAI Legacy plants. This includes ensuring that all investment proposals for critical assets are based on robust technical condition assessments, aligned with reliability engineering principles, and contribute to long-term asset performance and lifecycle cost optimization. The position does not execute CAPEX projects but is accountable for developing and managing the maintenance CAPEX pipeline, from early asset inspection and condition analysis through to investment justification and portfolio monitoring.

Your Responsibilities

Strategy & Governance
  • Own and drive the Maintenance CAPEX project intake and prioritization processes for the EMEAI Legacy business units.
  • Align with global and regional stakeholders to apply a standardized, transparent methodology for CAPEX investment decisions.
  • Support and maintain the 5-year Maintenance CAPEX plan, ensuring consistency, rigor, and business alignment.
  • Lead the Maintenance CAPEX Committee governance forums, including pre-screening and validation of proposals.
Technical Evaluation & Reliability Focus
  • Ensure all project proposals on critical equipment are supported by technical condition reports, risk analysis and repair vs. replacement evaluations.
  • Collaborate with SMEs, Maintenance teams, and Mechanical Integrity to assess critical equipment and recommend actions based on condition.
  • Apply Design for Reliability (DfR), Life Cycle Costing (LCC), and other reliability tools to support investment decisions.
  • Guide sites in building business cases that consider risk, reliability, maintainability, and strategic asset management.
Portfolio Management & Monitoring
  • Develop and maintain tracking tools and dashboards to monitor the Maintenance CAPEX project pipeline, approvals, and execution progress.
  • Ensure alignment between project execution and reliability/maintenance best practices (e.g., STM, FMEA, RCFA).
  • Track cash flow forecasting, approvals (AFE), and project KPIs in coordination with Finance and Capex Tech Centre.
Collaboration & Capability Building
  • Act as liaison between local maintenance, R.T.C. Team, project engineering, and the EMEAI Capex Technical Committee.
  • Coach plant and functional teams in following the Maintenance CAPEX SOP and reliability-based justification process.
  • Contribute to continuous improvement of the SOP and support its formalization and deployment (trainings, governance, documentation).
Your Profile
  • A bachelor's or master's degree in mechanical engineering or a related field.
  • Extensive experience in maintenance, reliability, or capital project environments within industrial or process industries.
  • Proven experience in managing CAPEX investment processes, portfolio oversight, and technical assessments of equipment condition.
  • Solid knowledge of reliability engineering methodologies (RCM, FMEA, LCC, DfR, CMMS, asset strategy).
  • Proven skills in risk-based decision-making, cost-benefit analysis, and lifecycle thinking.
  • Proficient in project portfolio management, budgeting, and investment justification tools (NPV, PVI, Kinney matrix).
  • CMRP, PMP, or PfMP certification preferred.
  • Fluent in English. Other European languages are a plus (German preferred).
  • Willingness to travel (~10%-30%) across European manufacturing sites.
The location of this role is flexible at Hamburg (OMH Site), Rotterdam (Europoort Site) or London (Erith Site), with periodic travel required to ADM Legacy plants across the region.
