We are looking for a Program Leader to join the Farm Program Services (FPS) team in our growing firm. The FPS Program Leader provides the FPS Team with high-level technical knowledge. The FPS Program Leader, will have a direct supervisor but will work with all members of the FPS team and will be responsible for working with clients to ensure they receive professional, timely service which provides true value to the client. The Program Leader will be responsible for identifying USDA programs and FPS project types. The Program Leader will be a technical expert in all programs for which FPS offers service. The Program Leader will work with other Leaders and with Project Specialists to complete FPS projects. FPS Program Leader will serve as the FPS internal point of contact for staff; as well as mentor to FPS Team members by providing both positive and corrective feedback as projects are completed. - This position can be done successfully from an existing Pinion office location or as a fully remote role from an individual’s home office.

The FPS Program Leader has a wide range of responsibilities including:

USDA PROGRAM EXPERT - The Program Leader is knowledgeable in all USDA programs for which FPS offers assistance, including specialized proficiency in payment limitation regulation. The Program Leader will independently ensure that expertise in those programs exists, and act as the point of contact for internal and external client communications for assigned programs.

PRIMARY RESPONSIBILITY - Working with the Function Director and other FPS Leaders, the Program Leader will always be driven by the primary purpose and function to ensure that clients – whether internal or external – receive professional, expert services in a timely and efficient manner and that those services provide real value to the client.

GROWTH OF FUNCTION - The Program Leader will always remain alert and look for methods and opportunities to grow the function market share and improve the efficiency and implementation of the FPS function and shall regularly communicate with the Function Director regarding such issues. The Program Leader will work with the Function Admin Leader to oversee policies and procedures within the FPS function for which the Program Leader is responsible to improve the delivery of those functions and shall communicate to the Function Admin Leader and Function Director recommendations regarding any changes in those policies and procedures.

CLIENT RELATIONSHIP - The Program Leader is responsible for building and maintaining an effective and trusting client relationship. While Project Specialists should certainly have the primary interface with the client to obtain necessary information, all substantive discussions with significant program implications should be handled by the Program Leader.

USDA RELEASE OF PROGRAM UPDATES - The Program Leader will monitor FSA Press Releases, Notices, Handbooks, Regulations, and other communications and shall prepare appropriate internal and external communications to notify appropriate parties of information contained within such releases.

COMMUNICATION - The Program Leader has primary responsibility for all internal and external communication to and from the FPS function in the program areas and project areas for which the Program Leader is responsible and will communicate recommendations to the Function Director regarding such communication.

PROJECT OVERSIGHT/ASSISTANCE - The Program Leader will provide general oversight of all active and ongoing client projects assigned to the Program Leader. The Program Leader will assist with project completion as needed and will provide initial analysis of each project for which the Program Leader is responsible and scope the project through external and internal briefings & operational calls to ensure its efficient, profitable, and timely completion. The Program Leader will participate at a high level unless other needs are identified. The Program Leader will serve as 1st or 2nd level reviewer on all completed projects for which the Program Leader is responsible.

MAINTAINING EFFECTIVE FIRM RECORDS - The Program Leader will ensure that all firm records – including the required Service Agreements and Project Descriptions – are accurately prepared and executed. The Program Leader is also responsible for recording all permanent records in appropriate firm data files as well as ensuring that all firm opportunities are accurately recorded in the firm CRM.

What you will need to be successful:

  • Bachelor's degree in agricultural sciences, agribusiness, or a related field (Master’s degree preferred)
  • Proven experience in FSA programs, agricultural consulting, or a similar role within the agricultural sector
  • Expertise in payment limitation programs.
  • In-depth knowledge of FSA regulations, policies, and programs
  • Strong understanding of agricultural operations and practices
  • Excellent analytical and problem-solving abilities
  • Effective communication and interpersonal skills
  • Exceptional organizational and time management skills
  • Proficiency in data analysis and report writing
  • Familiarity with relevant software and technology for program management

In some states and municipalities, Pinion is required by law to include a reasonable estimate for a range of compensation. When making compensation decisions, Pinion considers a variety of factors including but not limited to experience, skills, certifications/licenses, and geographic location. The wide range for this role reasonably accounts for these factors. Specific compensation decisions are made based on the facts and circumstances of each case. A reasonable year estimate of the current range is $80,000 to $120,000.
