Fleet Manager - Wickliffe, KY

ARTCO is seeking a Fleet Manager to oversee tugboat and barge fleet operations at our Wickliffe, KY fleeting location. This role is responsible for the safe, compliant, and efficient day-to-day management of fleet operations, vessel personnel, and barge conditions while supporting operational excellence across ARTCO's inland river transportation network. The Fleet Manager serves as a key operational leader, working closely with vessel crews, Captains, dispatch, maintenance teams, and leadership to ensure safe execution of fleet activities while maintaining compliance with company policies, environmental standards, and USCG regulations.

This position requires strong leadership, maritime operational knowledge, problem-solving ability, and a hands-on approach to supporting both people and operations in a fast-paced river environment.

Position Responsibilities:

Operational Leadership & Fleet Oversight
  • Lead day-to-day fleeting and vessel operations with a strong focus on safety, efficiency, communication, and operational reliability
  • Oversee fleet boat and barge activities to ensure proper fleet organization, movement coordination, and vessel utilization
  • Monitor fleet conditions and barge maintenance needs while ensuring issues are addressed proactively and efficiently
  • Support vessel housekeeping, engineering, preventative maintenance, and overall vessel readiness
  • Partner with Captains and operational leadership to maintain continuity across vessel operations and staffing needs
  • Participate in operational planning discussions and continuous improvement initiatives focused on safety, productivity, and operational effectiveness
  • Assist with incident response, operational problem-solving, and conflict resolution in dynamic river environments
Safety, Compliance & Regulatory Responsibilities
  • Promote and model the ADM Way and ARTCO safety culture through visible leadership and accountability
  • Ensure vessels and crews remain compliant with USCG regulations, Subchapter M requirements, environmental policies, and company procedures
  • Participate in safety audits, inspections, and industry reviews while supporting corrective action follow-up and continuous improvement efforts
  • Maintain awareness of changing maritime regulations and operational standards impacting inland river operations
  • Reinforce safe work behaviors and ensure crews follow established procedures and best practices
  • Assist with investigations, corrective actions, and operational follow-up related to safety or compliance concerns
aLeadership & Workforce Development
  • Manage vessel staffing needs including hiring, onboarding, workforce planning, scheduling support, and employee development
  • Communicate clear expectations around accountability, performance, professionalism, and operational standards
  • Conduct employee evaluations and provide coaching, mentoring, and developmental feedback to vessel personnel
  • Recommend promotions, transfers, disciplinary actions, and dismissals when appropriate
  • Build positive working relationships across crews while maintaining operational discipline and accountability
  • Foster a team-oriented culture focused on engagement, communication, development, and operational ownership
Administrative & Business Support
  • Assist Captains with administrative responsibilities and required operational documentation
  • Utilize Microsoft Office applications and internal systems to support reporting, planning, compliance tracking, and operational communication
  • Participate in strategic operational discussions and decision-making processes
  • Coordinate with internal stakeholders across operations, safety, maintenance, recruiting, and leadership teams
  • Support workforce planning and operational staffing discussions to maintain adequate crew coverage and operational continuity
Position Requirements

Required Qualifications
  • High School Diploma or equivalent required
  • Working knowledge of Subchapter M and inland fleet boat operations
  • Current Transportation Worker Identification Credential (TWIC) card required
    • If candidate does not currently possess a TWIC card, application must be completed within 5 days of hire
  • Demonstrated history of safe work behavior and commitment to safety policies and procedures
  • Ability to lead and manage diverse teams in a dynamic operational environment
  • Strong communication skills with the ability to interact effectively across all levels of the organization
  • Strong organizational, time management, and problem-solving skills
  • Proficiency in Microsoft Office applications including Excel, Outlook, and Word
  • Ability to work extended hours, weekends, evenings, and holidays as operational needs require
Preferred Qualifications
  • Bachelor's Degree in Management, Maritime Operations, Logistics, or related field preferred
  • Previous maritime industry experience strongly preferred
  • Experience in logistics, fleet planning, dispatching, or vessel operations preferred
  • Leadership or supervisory experience within marine or transportation operations preferred

Physical Requirements
  • Ability to work indoors and outdoors in varying weather and environmental conditions including heat, cold, rain, humidity, and dust
  • Ability to stand and sit for extended periods of time
  • Ability to climb stairs and ladders and work near large bodies of water
  • Ability to kneel, bend, and move throughout vessels and fleeting areas safely
  • Ability to work at heights and within confined spaces when operationally necessary
  • Ability to operate computers and keyboards for extended periods
